The Raiders did not conquer all the entire kingdom, some were a challenge and would of cost to many lives, instead they made peace with them - Races such as the Murderous Orcs of Death Canyon and the Wood Elves of Elderwoods they instead allied and payed tribute too, making certain agreements to broker a peace in which they would comes to eachothers aide and defense and benefit all parties.
